New desert themed map: Heat!

Balance/misc change dump
- New DMR firerate rebalance concept
- Added "Fog of War" to the mini map
- Added transparency visibility system for iron sights
- Revamped sniper scopes for consistency
- Various content rebalance changes
- Removed a number of poor performing maps by community request
